請問能否推薦充電電池的充電器

由於家裡滿常用到4號電池的
所以想說換充電電池來用
應該會買SANYO的eneloop日本製低自放電 800 mAh

但是不知道該選哪一種充電器
有幾個問題

1.低自放的電池需要用到可放電的充電器嗎，可放電的充電器都是在我們將快沒電的電池放上去後會先自行幫我們放電再充電嗎
2.似乎快充會損害電池壽命，是否能推薦正常充的充電器
3.價格希望不要超過1000
4.希望有充飽自動斷電功能

希望有經驗的人可以分享一下
