馬：必要時軍艦運物資援菲

（中央社記者謝佳珍台北13日電）總統馬英九今天表示，昨天有2架C-130運輸機運送15噸物資抵達菲律賓，下一波要視菲律賓需要，必要時派軍艦運送。

馬總統上午出席102年僑務委員會議閉幕典禮，致詞時談到海燕颱風重創菲律賓時表示，中華民國政府第一時間決定捐款20萬美元，政府也積極聯繫民間募集物資，約募到100噸。

總統說，昨天空軍已派遣2架C-130運輸機運送15噸物資抵達菲律賓，下一波就視菲律賓需要，剩下的可能考慮船運。

馬總統表示，他已經請國家安全會議與外交部聯絡好了，必要時派軍艦，因為軍艦到菲律賓近1天，和C-130運輸機約3小時，時間不會差太多，主要看救濟品分發速度，大部分都是熟食，還有淨水器。

總統表示，菲律賓與台灣的關係非常良好，中華民國會持續扮演國際和平締造者、人道援助提供者角色，會幫助菲律賓早日脫離困境。

此外，馬總統表示，5年前上任以來，他高度重視中華民國對外關係，一方面是國際、一方面是大陸，有一套全盤策略。

總統說，改善與大陸關係，透過和解與合作，為海峽兩岸創造和平與繁榮，同時當與大陸關係改善，國際空間也跟著增加，發展出一套與以前不同的理論，使得兩岸關係與國際關係成為良性循環而非惡性循環。

總統說，兩岸兵戎相見的時代已經過去，要用和平與各種非武力的手段，促進兩岸和平。

馬總統也肯定僑胞是中華民國非常重要的資產，要珍惜。1021113
