亂吐檳榔汁者 強制上講習

立法院院會今三讀修正通過廢棄物清理法，增訂隨地吐檳榔汁、檳榔渣者，應接受四小時的戒檳班講習。

提案立委江惠貞說，鑑於檳榔是造成國人口腔癌高發生率極高死亡率的主要原因，每十位口腔癌患者中，約九位曾嚼過檳榔；衛生署統計顯示，近十年來，口腔癌居台灣男性十大癌症第四位，治療口腔癌的醫療費用也造成健保給付很大的負擔。

江惠貞表示，現行違反者僅能依廢棄物清理法第五十條規定僅能依據廢清物清理法第50條規定，處新台幣一千兩百元以上、六千元以下罰鍰，但再犯率高且無法達到教化的目的；希望修法後罰鍰加上強制上講習課，能幫助民眾順利戒除嚼食檳榔的惡習。
