菲災民不滿 軍方救援增難度

（路透菲律賓塔克羅班11日電）魔鬼颱海燕讓菲律賓沿海城市塔克羅班街頭充斥罹難者遺體和破瓦殘礫，1座教堂高掛著手寫標語：「我們需要幫助！」軍方表示，民眾非常不滿，可能爭搶物資，提高救援風險。
