社區後山傳來的燒塑膠味

最近一個月幾乎天晚上八點左右窗外就會飄進濃烈的燒塑膠惡臭，到社區中庭去發現整個社區都彌漫在這樣的惡臭中，問總幹事，他說是後面山上有人在燒垃圾引起
請問各位我該向什麼單位檢舉
因為燒塑膠的惡臭，實在令人難以忍受且嚴重危害人體健康
我住在新北市五股區的凌雲路一段
請各位版友幫忙提點小弟最有效的檢舉管道，而不是像社區總幹事：在社區外，他沒法管，叫里長他說：好像是從比較遠的山上飄過來的，不在他的管區中！
反正就一個推一人個，大家一起吸戴奧辛就對了，我已經忍無可忍了，連小孩也要這樣被污染，我要讓那些亂燒癈棄物的不火月業者永遠消失。
請各位有經驗的版友幫助小弟，謝謝
